UK Local Authorities Intend to Dispose of Social Clubs and Sports Centres to Balance Books

Based on a new survey of municipal councils, English councils are preparing to offload community centers, athletic facilities, and shopping arcades as they bet on a fire sale of assets to stabilize finances.

Growing Financial Pressures Drive Asset Sales

The Key Cities Group for second-tier cities in the UK stated that 60% of councils are planning to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Local governments have previously faced criticism for disposing of playing fields and open spaces to shore up their finances, but they contend they must continue to raise vital cash from asset sales or declare themselves bankrupt.

This coalition said that a significant number of councils attempting to raise money from a fire sale of assets represented “a clear change from 2024, when the largest share (six in ten) of local leaders said they would prioritise restructuring services and utilising financial reserves to manage increasing financial challenges.”

Detailed Examples of Planned Sales

Medway Council in southeast England announced its property management strategy included the sale of a retail complex in a local town and a social club in Rochester to generate 20 million pounds over five years.

  • A local golf course and commercial properties owned in two English counties, which all provide rental income for the authority, will also be disposed of under the strategy.

Local Levy Increases and Wider Fiscal Pressures

This research of local authorities in the coalition, which includes several urban centers, further found that more than 70% of authorities will need to raise local levies next April to address the rising cost of essential services, higher levels of housing insecurity, and a persistent housing shortage.

Medway council explained it will proceed with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking innovative approaches but certain measures require time to deliver both improved services and cost efficiency,” said Vince Maple.

He continued: “There are demographic pressures which will persist to increase the pressures we have. As a unitary authority, we had a 91% cut in our central funding from 2010-24, which is extremely difficult.”

National Trends and Forecasts

A survey of county councils recently also found local finances being stretched by the growing number of young people and adults requiring special educational assistance.

A network of councils projected that local shortfalls will reach £4.4bn a year by 2029, as they struggle to manage increased demand.

Government officials have delayed planned reforms to the Send system until next year after a policy document setting out those changes has been postponed.

Deprivation and Funding Gaps

Based on the most recent deprivation measures (the Index of Multiple Deprivation) covering English councils, several key cities members were among the most disadvantaged in England.

  • “Participating urban centers like several major towns place in the top 30 nationally under the latest IMD measures,” noted the study.

“Although only a single urban area is among the ten most deprived for disadvantaged communities nationally, urban areas are far more likely to be in the worst-off 20% of the nation. The data underscores the extent of difficulties confronting municipal officials across key cities in the next twelve months,” the analysis concluded.

“Council officials have been explicit about the necessity for a fair and sustainable financial structure that reflects and responds to the actual extent of deprivation and need,” stated a council leader.

“Lacking this, local authorities will continue to face difficult decisions around which essential services to fund, and which to reduce, to the detriment of their communities.”

One in five of local authorities have cut or compromised social care provision in the last year, the study found.
